Asphalt resurfacing costs about $3 to $10 per square foot nationally, labor and materials (HomeAdvisor resurfacing guide, updated June 17, 2026). Fixr (January 31, 2025) puts it at about $4 to $8. Apart from one 2022 Knoxville figure (HomeBlue), prices on this page are national. A new asphalt driveway is ready to drive on within about a week of the start (Fixr). Overlay schedules vary, so ask the company for its days. Knoxville Asphalt Paving Pros is a referral service. We pass your request to an independent local asphalt resurfacing company. That company does the work. To start, send the quote form on this page or call.

What resurfacing (an overlay) is: a new layer of hot mix asphalt over a sound base

An overlay is a new surface, not a new base. The old pavement stays, and the company cleans it, repairs it, sprays a tack coat and places the new layer on top. Replacement removes the old pavement and rebuilds from the base up. The base matters because a trade-association guide (Colorado Asphalt Pavement Association, 2005) calls 6 to 8 inches of crushed aggregate usually adequate under a driveway and says weak spots in the subgrade should be dug out and replaced.

Resurfacing vs repaving (full replacement) vs repair: cost and lifespan trade-offs

Resurfacing or repaving is the first choice to settle, because asphalt overlay and replacement sit in very different price bands. Lifespan is the other half of the trade-off. An overlay is cheaper now, and it is built on the base under it, so the base decides how long it lasts. The lifespan section below has the published ranges. Prices are national, from HomeAdvisor guides dated June 17 and June 20, 2026.

JobIt fits whenNational price (HomeAdvisor)
Crack repair and patchingThe company's inspection says the damage is limited and the rest of the surface is solidSmall cracks about $1 to $3 per linear foot; potholes and larger damaged areas about $2 to $5 per sq ft (repair guide, June 20, 2026)
Resurfacing (an overlay)The driveway is under 15 years old and under 30 percent of the surface is damaged (HomeAdvisor rule of thumb)About $3 to $10 per sq ft, labor and materials (resurfacing guide, June 17, 2026)
Replacement (complete pavement replacement: tear-out and new pavement)The company's inspection says the base or most of the surface needs to be rebuiltAbout $8 to $18 per sq ft (resurfacing guide, June 17, 2026). The install guide of the same date lists removal of old asphalt separately at about $1 to $2 per sq ft

The age and damage rule is a starting test, not a promise. Our guides on asphalt repair and asphalt driveway paving cover the other two jobs.

When resurfacing works and when it doesn't: stable base, surface cracks and fading, minor potholes, working drainage, no major sinking

Resurfacing suits a pavement with a stable base, surface cracks and fading, minor potholes, working drainage and no major sinking. The Colorado trade-association guide adds that a new surface should be smooth enough not to pond water. A drive that holds water or sinks is a different job.

Should I resurface or replace my asphalt driveway?

Walk the drive the day after a rain and take dated photos of water that stays in a low spot, sunken or heaved areas, rough worn surface and linked cracks. Interconnected cracks in the wheel paths, later a chicken-wire pattern, are called alligator cracking (FHWA, Distress Identification Manual, 2014). A paving guide published by the city of Mableton, Georgia, says cracks left untreated let water reach the base and destroy its strength. So put one question to every company: is the base sound, and how do you know? If the drive passes the age and damage test in the table, resurfacing is worth pricing. With deep ruts, a slope toward the garage or large sunken sections, ask for a replacement quote on the same visit.

What an asphalt overlay job includes, step by step

Asphalt resurfacing and overlays follow one order. A step missing from the quote for asphalt overlay services is a question to ask. If a quote lumps the work under one heading such as "asphalt installation, repair and maintenance", ask it to name each step.

Prep: cleaning, crack and pothole repair, tack coat

Prep means cleaning, crack and pothole repair, and a tack coat. The Colorado APA brief recommends a tack coat on old weathered surfaces, so ask that it be its own line on the quote.

  1. Inspection and quote. Ask what the free consultation covers and whether the free estimate includes a look at the base and where water goes.
  2. Cleaning. The quote should say whether the old surface is cleaned first.
  3. Repairs first. Cracks and potholes should be repaired before the overlay, each as its own line.
  4. Milling, if needed. The quote should say whether your drive needs milling and to what depth.
  5. Utility call, if there is digging. See the 811 section below for who places the request.

Laying the new layer and finishing

  1. Hot mix placement and rolling. The Colorado guide says to place the mix by machine and avoid hand work where possible, and that rolling and compaction with proper equipment are essential.
  2. Edges and tie-ins. The quote should say how the new layer joins the street, the apron, the garage slab and any walkway.
  3. Cleanup and walkthrough. See the timeline below for when you can walk and drive on it.

Timeline: how long until it is ready for traffic

How long until it is ready for traffic depends on the mix, the thickness and the weather. The published figures are for new asphalt driveways, not overlays, so ask the company for its own schedule.

  • Job length. Fixr says a new driveway takes 2 to 3 days to install plus 2 to 3 days for the material to cure, and that you can drive on it within about a week of the start.
  • Walking and cars. McGowan, a paving contractor, advises light foot traffic after about 24 hours and passenger vehicles after at least 48 to 72 hours. It says driving or parking on new asphalt too soon can shorten its service life.
  • Heat and thickness. McGowan says thicker layers hold heat longer and hot summer weather keeps asphalt soft longer.
  • Heavy vehicles. We Love Paving, another contractor, says to keep them off for at least 3 to 5 days.

Get the number of days, the start date and the wait before cars in writing, and keep vehicles off until the company says the drive is ready.

Milling (grinding the top layer) before an overlay; keeping heights at garage floors, curbs and drains

What is asphalt milling, and why is it done before an overlay?

Milling removes part of the old surface before the overlay. Milling and overlay (sometimes called mill and pave) matters because a new layer adds height. One Knoxville-area company page (Edwards Blacktop Paving) lists surface, partial-depth and full-depth milling and names grade correction and drainage correction as reasons. Ask the quote to state the type and depth your drive needs. Milling is not priced in the published guides, so ask for it as its own line.

Garage floors, curbs, drains and aprons

Stand at each edge of the drive before you sign and ask what the finished height will be there.

  • The garage door. Compare the finished height with the garage floor and see where water will go.
  • The street or curb. The City of Knoxville publishes standard detail COK-13 for curb cuts and tactile warning systems. Ask whether your apron work has to meet it.
  • Drains and low spots. The Colorado guide calls for drainage provisions, crown and slope worked out before paving. The new layer should not change the height at a drain so that water ponds.

Overlay thickness and edge transitions

Thickness, measured after rolling

The Colorado guide (2005, a Colorado trade group, not a Tennessee rule) says an overlay of 1.5 to 2 inches of surface mix is usually sufficient, and that an ordinary new residential driveway is a 2-inch bottom course plus a 1.5-inch surface course. Ask for the compacted thickness of the finished layer. Material cost rises with depth: in HomeAdvisor's install guide, asphalt for a 600 square foot driveway runs about $750 to $1,500 at 2 inches and $900 to $1,800 at 3 inches (national, materials only, June 17, 2026). When two bids differ a lot, compare their thickness first.

Edges and transitions

Your written quote should say how the edge will be finished, how the new layer will taper into the street or apron, and who fixes a loose or crumbling edge in the first season.

Will new asphalt stick to old asphalt?

That is the job of the tack coat described under prep above. Make sure your quote lists it and says whether the surface is cleaned first.

Is asphalt resurfacing suitable for all surfaces?

  • Sound asphalt with surface wear. The case blacktop resurfacing is described for.
  • Asphalt with sinking, ruts or standing water. Ask for a replacement quote too.
  • Concrete. See the asphalt over concrete note below.
  • Gravel or dirt. There is nothing to overlay. The job is a new driveway.

Asphalt over concrete: when the concrete is sound enough

Can asphalt be laid over concrete? The question is when the concrete is sound enough, and published guides give no rule. Ask the company to inspect the slab before it quotes and to show how the extra height will meet the garage and the street.

Colored and stamped asphalt overlays

HomeAdvisor's resurfacing guide lists a colored or stamped asphalt overlay at about $5 to $12 per square foot (national, June 17, 2026). That range starts higher and runs higher than the plain resurfacing range ($3 to $10). Its install guide of the same date lists new stamped or colored asphalt at about $10 to $17. If you want color, get the difference from the plain overlay as its own line and ask what upkeep the color needs.

Driveways, parking lots and private roads

Driveway resurfacing

The questions are heights at the garage and the street, drainage near the house and the look of the edge. A homeowner can walk the whole job and see the problem.

Parking lot resurfacing and parking lot overlay

One paving contractor (We Love Paving) gives thresholds for lots, which are one company's advice, not a standard. It patches when damage is under 10 to 15 percent of the lot and the base is sound. It overlays when 50 to 70 percent of the surface shows aging but the base is still strong. It repaves when the base has failed, the lot is sinking or an earlier overlay has failed. It calls an overlay a poor fit with alligator cracking, drainage problems or a soft sub-base. For thickness, Asphalt Magazine (2008, written by engineers) says lot surface mix is placed at 1.5 inches compacted and that worst-case areas such as dumpster pads call for an engineer. For a lot, also ask where water goes after the overlay and how the work will be phased so customers can park. We Love Paving lists an overlay among the events that call for restriping, so ask who re-marks the stalls and accessible spaces, and when.

Private road resurfacing

For shared lanes, HOA streets and long private drives, start with the area. A lane 12 feet wide and 500 feet long is 6,000 square feet. The quote should state the base and thickness the plan assumes and whether milling is part of it.

Asphalt resurfacing cost in Knoxville: price per square foot, by size and what moves the price

How much does asphalt resurfacing cost? The honest answer is a range. All figures below are national and dated, except one older Knoxville figure (HomeBlue, 2022). None is a Knoxville quote.

Cost per square foot

For resurfacing cost per square foot, HomeAdvisor's asphalt paving guide (June 17, 2026) lists an overlay at about $3 to $7 per square foot, labor and materials. That is the install-guide overlay row. HomeAdvisor's driveway resurfacing guide (same date) gives a driveway resurfacing cost of $600 to $6,000 per driveway (average $3,000) and $3 to $10 per square foot. Fixr's driveway sealing and resurfacing guide (January 31, 2025) lists asphalt resurfacing at about $4 to $8. Treat every figure as a range. Use the $3 to $10 range to size a job and the other figures as context. Labor runs $50 to $100 per hour and can be 40 to 60 percent of the total.

Cost by driveway size

The table is simple multiplication on HomeAdvisor's resurfacing rate of $3 to $10 per square foot. It is a way to size up a quote, not a price, and it leaves out repairs and extras. It also shows the cost to resurface a driveway of common sizes.

Driveway sizeResurfacing at about $3 to $10 per sq ft (before repairs)
400 sq ft$1,200 to $4,000
600 sq ft$1,800 to $6,000
800 sq ft$2,400 to $8,000
1,000 sq ft$3,000 to $10,000

Measure your own drive in square feet: length times average width. Area moves every other number.

What moves the price

An affordable asphalt resurfacing job is one where the repairs and thickness match the drive, not the one with the lowest total.

  • Repairs before the overlay. HomeAdvisor's resurfacing guide (June 17, 2026) lists repairs before resurfacing at about $2 to $5 per square foot of damaged area, and its repair guide (June 20, 2026) lists small cracks at about $1 to $3 per linear foot. A lot of repair is a sign the base may not be sound.
  • Milling. Grinding adds a step and a machine. Ask for it as its own line.
  • Thickness. More depth means more tons of mix (see the thickness figures above).
  • Access and slope. A steep or tight drive may change the quote.
  • Edges and drainage work. Aprons, tapers and any drain changes.
  • Permits and fees. HomeAdvisor's resurfacing guide lists permits at about $50 to $200 where required (national, June 17, 2026). Whether your job needs one is covered in the permits section.

A Knoxville signal from 2022

HomeBlue, a cost website, posted a Knoxville page in June 2022 that puts a full asphalt driveway at about $4 to $6 per square foot, including removal of the old asphalt, and says paving over an existing driveway runs about $2 to $4 per square foot less. It is four years old and comes from a cost site, not a company quote. Use it as one more data point.

How long does asphalt resurfacing last, and what to do afterward?

Published guides do not give a lifespan for a resurfaced driveway. For new asphalt driveways, Fixr (October 2026) gives 12 to 25 years and says climate and the soil under the drive change it. Hunker (October 2026) says 20 to 30 years when properly installed. Fixr names base quality and missing maintenance among the things that shorten it. An overlay is built on the base under it, so the base decides which end you get.

Sealcoating after resurfacing

Sealcoating is a separate job, and sources disagree on timing. Hunker says new asphalt needs at least 90 days to cure, suggests waiting at least six months (up to a year) before sealing, and says to reseal every 3 to 5 years with the temperature between 50 and 90 F. Fixr says every 1 to 3 years, and the Asphalt Institute's FAQ says a well-designed low-traffic new pavement should not need sealing for roughly 2 to 5 years. Our driveway sealcoating page covers sealer types, prep and costs.

Local conditions in Knoxville: rain, freeze and thaw, and ground

The National Weather Service page for Knoxville's airport station (1991 to 2020 normals) shows about 51.93 inches of precipitation and about 4.6 inches of snow a year. Over its period of record the station averages 68 days a year with a low at or below 32 F, and its extremes run from -24 F on January 21, 1985 to 105 F on July 1, 2012. That matters for resurfacing in three ways.

  • Rain totals about 52 inches a year. Cracks that let water reach the base are the risk, as the Mableton guide describes, so drainage and crack repair belong on the quote.
  • Snow is light, freezing days are not rare. Each of the 68 freezing days is a day water in a crack can freeze.
  • The record high is 105 F. McGowan's point that asphalt stays soft longer in hot weather applies. Tell the company if a trailer or truck sits in one spot.

On season, the FHWA model hot mix specification says not to place mix on a wet surface and sets a minimum surface temperature of roughly 40 to 50 F, lower for thicker lifts. It is a federal model, not the Tennessee DOT rule, so ask the company when it stops placing asphalt for the year. The Asphalt Institute's FAQ says mix must be placed and compacted before it cools to 185 F.

Ground varies too. A Virginia Tech record of a thesis on Knox County soils groups the county's soils into eight groups and says soils in sinkholes are unsuitable for residential housing. It is an old academic study and does not rate driveways. If you see a dip or a past sinkhole near the drive, tell every company before it quotes.

Permits and rules to check for a Knoxville resurfacing job

The City of Knoxville's Residential Permit Requirements guide says that "Sidewalks and driveways in the Public Right-of-Way require a building permit." Its list of guides has none for paving or private driveways on your own lot, so whether an overlay there needs a permit is not stated. The same guide says one- and two-family homes and townhouses need construction permits unless exempted under the 2018 International Residential Code (section R105), and that most projects still need an application to confirm an exemption. Right-of-way permits for work in public right-of-way sit with the Civil Engineering Division of the city's Engineering Department, which issues them for excavation, construction or installation of utilities in the public right-of-way. The city's Land Development Manual limits encroachments to the public right-of-way and says an encroachment may not extend more than two feet into it. That is an encroachment limit, not a paving rule, but it is worth knowing if your apron work reaches the street. The practical steps:

  • Ask the City of Knoxville permits office whether your job needs a permit, before you sign, especially if the work touches the apron, curb or sidewalk.
  • Outside the city limits the rules may differ. Ask the county or your town.
  • In an HOA, ask whether it limits driveway materials, color or work hours.
  • Get in writing who applies for any permit: you or the company.

Call 811 if there is any digging

Tennessee 811 says everyone who digs must contact it with at least three working days' notice before starting a project. The call is free, and utilities such as KUB, the Knoxville Utilities Board, then mark their lines with paint or flags. A Tennessee Public Utility Commission damage-prevention summary adds that a locate request is valid for 15 calendar days, that marked lines carry a 24-inch tolerance zone, and that covered excavation includes grading. A plain overlay with no digging may not need a request. Base or edge work that involves digging does, so ask who places it and when.

How to compare resurfacing quotes and choose a company

Asphalt resurfacing near me: finding a company

Knoxville Asphalt Paving Pros does not rank companies and cannot name a best one. Before you hire, confirm that the asphalt resurfacing contractor serves your address. Ask any company for its license number, if it holds one, and for a current certificate of insurance. Request a free resurfacing estimate first, then the resurfacing quote in writing.

What a resurfacing quote should list

A quote for asphalt resurfacing services is fair when you can read it line by line. Compare competitive pricing only between quotes that list the same work.

  • The area to be covered, in square feet, with a simple sketch.
  • Cleaning and the repairs to be made first, with the price of each.
  • Whether milling is included and to what depth.
  • Compacted overlay thickness and the finished height at the garage, street and drains.
  • Tack coat.
  • Edges, aprons and tie-ins.
  • Cleanup, start date, expected days and what delays the schedule.
  • Dates, dimensions, materials, drainage, utilities, permits, extra work and damage to adjoining property, which the Colorado guide says a contract should spell out.
  • Payment terms and a written warranty: what it covers, for how long and what voids it. The Colorado guide suggests asking for one of a couple of years.

Questions to ask every company

  • Do you walk the drive and judge the base before you quote, or quote from a photo? Why resurfacing and not replacement for my drive, and what would change your answer?
  • What will the compacted thickness be, and how will the new height meet the garage and the street?
  • Tennessee requires a contractor license before bidding, offering to engage or negotiating a price on a prime-contractor project of $25,000 or more. The HomeAdvisor driveway range above ($600 to $6,000) is far below that line, and the state's own list did not confirm how paving is classified, so do not assume either way. Ask for any license number and look it up with the state.
  • Can you send a current certificate of insurance? Ask for the paper, not the promise.
  • Who is responsible for any permit and the 811 call?

Red flags

  • A quote that is only a total, or that never mentions repairs, tack coat or the base.
  • A promise that an overlay will fix standing water or a sinking section. Ask how, and get it in writing.

Ask for more than one written quote and compare lines, not totals. If you would like help getting started, send the quote form on this page or see the contact page.

Frequently asked questions about asphalt resurfacing in Knoxville

How much does asphalt resurfacing cost?

Nationally, HomeAdvisor (June 17, 2026) lists resurfacing at about $3 to $10 per square foot, and Fixr (January 31, 2025) lists resurfacing at about $4 to $8. The one Knoxville figure is older (HomeBlue, 2022). Repairs before the overlay cost extra.

How long does asphalt resurfacing last?

Published guides do not give an overlay lifespan. An overlay is built on the base under it, so the base decides how long it lasts. The lifespan section above has the new-driveway ranges.

Should I resurface or replace my asphalt driveway?

Resurfacing or repaving depends on the base. Start with the age and damage test in the decision table. If the base is soft, the drive sinks or water stands on it, ask for a replacement quote as well.

Is asphalt resurfacing suitable for all surfaces?

Not always. It is an overlay on an existing surface, so gravel or dirt means a new driveway. For concrete, or a drive with base problems, the company has to inspect the surface first.

Will new asphalt stick to old asphalt?

That is the job of the tack coat. See the prep step and make sure it is on the quote.

What is asphalt milling, and why is it done before an overlay?

Milling removes part of the old surface before the overlay, and a new layer adds height. Ask whether your drive needs it and how the finished height will meet the garage, curb and drains.

How thick should an asphalt overlay be?

The Colorado Asphalt Pavement Association (2005) says an overlay of 1.5 to 2 inches of surface mix is usually sufficient. That is a Colorado trade-group figure, so ask the company for its compacted thickness.

How long does the resurfacing process take?

Overlay schedules vary. The timeline section above has the new-driveway figures. Get the days and the wait before cars in writing.

Does a resurfaced driveway need to be sealed?

Not right away. Sources disagree on when and how often, so see the sealcoating section above, then ask your company why it recommends its timing.

Do I need a permit to resurface my driveway in Knoxville?

The City of Knoxville says driveways in the public right-of-way need a building permit, and Civil Engineering issues right-of-way permits. Its guides do not address paving on a private lot, so ask the permits office before you sign. Call 811 at least three working days before any digging.
